KanCare  2.0 Implementation Rapid Response Calls

 

To ensure that implementation of KanCare 2.0 went smoothly and to hear about any issues that were emerging early on, KDHE and KDADS held weekly implementation rapid response calls. The calls occurred on Thursdays at 9:00 AM. State staff, MCO staff, and other contractor staff were on the line to provide updates and announcements and take questions from stakeholders about anything related to implementation.

KanCare Education Meetings Get Underway
Member and provider meetings in Wichita, Olathe, Topeka, Pittsburg Dodge City, Hays

Beginning Tuesday, Sept. 4, the Kansas Department of Health and Environment will host education meetings throughout the state during the months of September and October, to share with KanCare providers and members updates and information about the upcoming open enrollment period. KanCare is the state’s Medicaid program.

Staff members will be available to answer questions and accept feedback from attendees. All meetings are ADA compliant, and people with disabilities will have full access. Members’ family members are also welcome to attend. Members and providers received by mail advanced notification of these meetings.

KanCare 2.0 Demonstration Renewal Request

The Kansas Department of Health & Environment (KDHE), in partnership with the Kansas Department for Aging and Disability Services (KDADS) is pleased to have submitted this Section 1115 demonstration renewal application for the KanCare program. KanCare, Kansas’ statewide mandatory Medicaid managed care program, was implemented on January 1, 2013, under authority of a waiver through Section 1115 of the Social Security Act. The initial demonstration was approved for five years, and the Centers for Medicare and Medicaid Services (CMS) approved a one-year extension on October 20, 2017.

Public comment sessions were held in November (see page 5 of "KanCare 2.0 Full Public Notice").

KanCare Renewal Public Input Meetings

In November 2017 Kansas Department of Health and Environment (KDHE) offered opportunities to attend public meetings regarding the state’s proposed renewal of the KanCare program, and to provide input and ideas for changes.

  • Notice for Updated Public Comment Period Timeline – KanCare Renewal
    The Kansas Department of Health and Environment (KDHE) will submit to the Centers for Medicare and Medicaid Services (CMS) a request to renew the KanCare demonstration under Section 1115(a) of the Social Security Act for five years, effective from January 1, 2019 through December 31, 2023.
  • KDHE extended the public comment period to run from October 27, 2017 until November 26, 2017. Comments were accepted until November 26, 2017; and the State submitted the renewal request December 20, 2017.

Next Steps

Currently, KDHE has been approved for a one year extension of the KanCare 1115 waiver from CMS.  KDHE submitted a request for approval of a five year renewal of the KanCare 1115 waiver to CMS on December 20, 2017.  On December 28, 2017 CMS informed KDHE that the application for renewal was complete.  The application is posted for public comment on the CMS website.  The State is reviewing proposals submitted in response to the Request for Proposals (RFP) for procuring new contracts with Managed Care Organizations.  The waiver renewal and those contracts will both be implemented beginning January 1, 2019.
