1 Year Extension Request

The Kansas Department of Health and Environment (KDHE) will be submitting to the Centers for Medicare and Medicaid Services (CMS) a request to extend the KanCare program under Section 1115(a) of the Social Security Act. The current KanCare demonstration expires on December 31, 2017. KDHE is requesting a one-year extension of the current KanCare demonstration, including the Uncompensated Care Pool and the Delivery System Reform Incentive Payment Pool. The requested extension period is January 1, 2018 through December 31, 2018. KDHE is not requesting any changes to the demonstration for the one-year extension period.

KanCare Renewal Public Input Meetings

The Kansas Department of Health and Environment (KDHE) is offering opportunities to attend public meetings regarding the state’s proposed renewal of the KanCare program, and to provide input and ideas for changes.

Public Meetings – Timing and Process

Anyone may provide comment and input about the KanCare renewal at any time from June 14, 2017 until October 15, 2017.  The state intends to submit the renewal request on November 1, 2017.  There will be a second set of meetings in fall 2017 to collect formal comments about the waiver renewal application.

Notice for Updated Public Comment Period Timeline – KanCare Renewal

The Kansas Department of Health and Environment (KDHE) will submit to the Centers for Medicare and Medicaid Services (CMS) a request to renew the KanCare demonstration under Section 1115(a) of the Social Security Act for five years, effective from January 1, 2019 through December 31, 2023.

The KanCare renewal request will be published on the KanCare website and available for public review on October 27, 2017. KDHE is modifying the public comment period to run from October 27, 2017 until November 26, 2017. Comments will be accepted until November 26, 2017; and the State intends to submit the renewal request no later than December 31, 2017.

Once the draft renewal application is posted
, KDHE will host a round of public comment meetings and have a formal public comment period, during which the Centers for Medicaid Services (CMS) will review and act upon the state’s extension request.

KanCare Extension Hearing Public Comments

In total, 226 people attended these hearings and had the opportunity to share comments and questions live and/or by writing on comment cards. Comments from the KanCare Advisory Council are also included in this report. Total written comments included 25 written on comment cards during public hearings and 14 by mail or email.

The Kansas Department of Health and Environment (KDHE) is offering the opportunity to attend additional public hearings regarding the state’s proposed one-year extension of the KanCare program, and to provide comments about the extension request application.

Public Comment – Timing and Process

This public comment period runs from February 16, 2017 until March 24, 2017. Comments will be accepted until March 24 and the state intends to submit the extension request April 14, 2017.

Next Steps

Currently, KDHE has requested a one year extension of the KanCare 1115 waiver from CMS. Under the new timeline, before the 1115 waiver comes up for renewal, the State will issue a request for proposal (RFP) for Managed Care Organizations (MCO) to submit bids to provide health insurance to Medicaid recipients for the following three years after the new contract goes into effect. KDHE plans to conduct public comment hearings in fall 2017 once the draft KanCare renewal application is posted.  The public will also be able to comment on the renewal application once it is submitted to CMS.
